What this means for reporting

For fleets with disclosure obligations, the relevant point is that the emissions reduction is a consequence of burning less fuel more completely — the same event that appears in the fuel ledger. The two figures are internally consistent rather than independently claimed.

Inspection-grade testing matters because it uses the same standard a regulator or roadworthiness authority applies, rather than a bespoke test designed around the product.
